Add a code of conduct for the project

It's common to provide a code of conduct for a project to help ensure a minimum level of protection and governance when it comes to behavior. There are many templates for these which can be customized to meet the needs. One in particular that could work well is the Contributor Covenant Code of Conduct https://www.contributor-covenant.org/ (note: there are likely some modifications needed).
