Include a `CITATION.cff` file for authorship, description, and references

It'd be beneficial to include a standardized citation file which includes authorship, description, and various references where needed. The CITATION.cff format might be a good possibility in this space to consider. Issue was inspired by discussion surrounding LLM usage (which we could cite as a specific model and perhaps training dataset, if/where possible).
