It is not clear whether the system "should be able to hold up to 500 persons and up to 10 groups without noticeable sluggishness in performance." or if the system "should be able to hold up to 500 persons and 0 groups, or up to 0 persons and 10 groups without noticeable sluggishness in performance." or otherwise. The configuration of the maximum persons and group numbers are very vaguely described in the requirement.

Up to 500 persons and up to 10 groups is clearly stated which means that maximum 500 persons and maximum 10 groups.
