Tie handling for order ranking is not consistent with UG

Steps to reproduce:

Person 4 starts with no order.
addOrder 4 d/dish1
addOrder 4 d/dish2
addOrder 4 d/dish3
addOrder 4 d/dish4

Expected behaviour:

dish1, dish2, dish3 should be displayed

Team's Response

This is a documentation bug and a mistake on our end. The actual logic was changed after the UG was written and this was an oversight on our part.
