Decide whether/how to incorporate pseudonimization in the Localization POC

Steven proposes to make pseudonimization with separate Pseudonimization Service (PSD) (as being worked on by MinVWS/MinBZK?) part of POC Localization. There's a lot of confusion on:

• What we need to prove
• Whether the thing we then prove, proves something that we consider safe (design process of the PSD) (the moral/privacy-orentied concern)
• To what ends we go to implement the PSD to prove it

If it's in scope, there's several solution directions:

• Having PSD as separate container/service
• Having PSD as internal library component, effectively stubbing it in the Nuts Knooppunt and NVI
• ...?

I would like best to just build GF Localization first with just plain bsn's.
second step would be to do something easy to replace the bsn with something else, that can be in-process.
third step would be to do something with a pseudo-service.
