I can't reproduce this myself on Windows Chrome but a reliable source tells me this is consistent on iPhone and Mac Safari. On a large page when opening links with an anchor, the page is not properly scrolled to the right position and is off by quite a bit (1-3 folds). Once the page is loaded, using anchors works as expected, but the initial page load consistently does not.
