Validation fails to post comments for modifications to submitted add-ons #2139
Description
In issue #2138 a developer re-submitted an add-on with the same version number. In the action run the expected message Modifications to submitted add-ons will not be auto-approved is shown, but this should be posted as a comment in the corresponding issue. I believe this worked in the past. cc @nvdaes Most recent work on actions in this repository was done by you - could this be a regression?
