Add support for conda key in `ndx-meta.yaml`

Conda supports the installation of non-Python packages and may be the preferred package manager for some groups. 
- [ ] Update docs to require `pip` key OR `conda` key in `ndx-meta.yaml`
- [ ] Specify use of `None` or `null` when one is not provided
