Refactor/reimplement uploadImages.py

On rare occasions, we want to track images that were not collected with Leginon to the Leginon database. Classic Appion used the following code:

This functionality needs to be reintroduced into SEMC Appion.

uploadImages.py only seems to really be used a handful of times per year, and it's not really obvious how it would benefit all that much from using a task queue / dask-jobqueue. For the moment it might make sense just to give this script its own dedicated container image and run it alongside the refactored motioncor2 pipeline.
