Refinements to bulk workflow and reporting

• Add labels to candidates.tsv for faster review
• These should not be reported as errors in "Parent not yet in UBERON; subagent should search OLS4 for correct parent"
• ***-template.tsv - parents that are also added in the template have curie unresolved:... These should instead use the ID being added (although this will break with automated ID assignment on merge & would need a two stage addition).
• Registration skill should not register empty templates
