Plan stage resulted in a ~11,500 line document where the code is pre-written and included in the plan

Describe the bug
Created a plan document containing 38 tasks across 5 chunks with ~11,500 lines of detail. Each task has 3–6 sub-steps. That's roughly 150+ discrete steps. The plan is exhaustively detailed, but essentially every line of code is pre-written and included in it.

Assumed the actual development/implementation would be written in the next stage, and not all the code transcribed into the planning document.
