Loss of Frame due to encoder lag OBS 28

I spent 3 days trying to figure out why I was getting loss of frame due to encoder lag since updating to version 28. IT would take anywhere from 2 minutes or up to 15 minutes till the encoder loss would jump to 90%. when ever I swiched to CPU it would work fine. I am running dual Radeon RX 580 in my streaming PC. I found video that showed how to use the advance settings for Radeon encoder and it would not work.
I finally switched back to OBS 27.2.4 and everything started working again.
I will attach some log files of the problem and the problem fixed.
