No, it happens both on 0.27 and 0.28 (for the other version, I don't know!)

Thanks for the report! This seems to be caused by a bad interaction between the "preserve empty lines between let in" and "format let in x on a single line" features.

In the meantime, you can remove the empty line and get a more reasonable formatting:
