1Password for non-root users

Issue

All of OCF's important credentials are under 1Password. Currently, only root users have access to it. We want select credentials to be shared with other staff members (ex. instagram password with the marketing committee).

Steps

Likely need to create a separate vault and permission level. Also have to draft up standard internal procedure and rules for 1Password sharing.

need to verify 1password plan, as currently i dont know where to manage that but a search suggests that we're capped to 10 members

edit: discussed w/ storce irl, doesn't seem to be a real need for it.

That's actually super easy with https://github.com/dani-garcia/vaultwarden.
It would also allow people to access the passwords using open source software.
