[MAINT]: consider replacing vcr

Describe the need

vcr has switched to hippocratic license from version 5.1, which is not compatible with Debian Free Software Guidelines, so we have to continue shipping vcr 5.0 in Debian. Now vcr is not compatible with rack 3 and we need to maintain it ourselves. Switching to another gem will help us run tests for ruby-octokit package in Debian (ci tests helps when dependencies change). The other option would be to disable tests in Debian, which we would like to avoid if possible.
