Define order in the javascript files

Is there are any supported (or planned to support) method to define requirements for js plugins. (like // = require in sprockets)?

I am trying to port one theme from octopress 2.0 to ink and need more flexibility in defining js concatenating order.

I'd like to make it easy for people to build javascript tools with sensible dependency management, though the javascript communities don't seem to have a standard way of doing this. There are so many build tools out there it's kind of hard for me to make the right call. Also I'd rather not force users to install node and manage npm modules just to install a theme.

I'm open to suggestions.

I don't mean libraries / package management. I mean sprockets directives to specify order of files concatenation.

Right now I need to give specific names to files to define their concatenation order (I need jQuery before I will use it)

As to suggestions. I don't want to introduce any third party library to manage such dependencies too.
I think it is possible to implement simple require directive (similar to sprockets). There are quite simple algorithm to build dependency graph - http://stackoverflow.com/a/3209481/2006706.
