Use Case

The difference between app and service configuration is confusing. We'd like to make things clearer and simpler.

Current state

There's an app configuration as well as a service configuration. The app configuration has never been used for its intended purpose and is barely used at all.

Proposed Solution

Merge app configuration into service configuration
