Allow worker task to reserve resources

Allow worker tasks to reserve resource (reserved cores and memory in particular) without over-provisioning (or with over-provisioning only on the remaining cores).
Possible uses:

• running benchmarking
• running solves on idle resource pools eg ppc64 or arm64 machine which tend to be less busy than x86_64.
