Merge branch 'ykim/frontier/discard_craygnu-hipcc' into master (PR E3SM-Project#7717)

Removes craygnu-hipcc compiler on Frontier

As discussed at E3SM-Project#7591, this PR removes craygnu-hipcc compiler. Since
the EAMxx tests have switched from craygnu-hipcc to craygnu-mphipcc,
no particular issues have been observed from this change.
