iPhone camera video quality issue

We are having a lot of complaints from businesses saying that videos coming in from people that record them from their iPhone are coming through with very low resolution and for some reason they come through very small 480x360 or 405 X 720 or 360 x 480.
Default camera resolution is set HD.

Any idea how to increase the resolution size?
