Create a foops action, based on the sulo ontology repository

In this action: https://github.com/AIDAVA-DEV/sulo/blob/main/.github/workflows/foops_gh.yml @micheldumontier has already set up foops! as a recurrent ci/cd pipeline for assessing an ontology. It would be great to adapt it for the rest of the community

this one is updated for
i) to compute the score as !FOOPS website does
2) to use GIST and shields.io to publish the badge. The GIST_TOKEN should be a personal access token with scope of gist. you can make this PAT by going to your github account > settings > developer settings > tokens (classic). You must also create an empty, public GIST ( github account > gists ; + in upper right hand corner, create new gist, name it something like foops and select create public gist. add the gist id (without gist: prefix) as a repository secret (go to repo settings > secrets and variables > actions > new repository secret. call it GIST_TOKEN and add the public gist id.
