Spec: support OpenAPI Overlays

OpenAPI introduces Overlays to support overriding/patching an OpenAPI spec without having to directly manipulate it. This makes it easier to apply context specific attributes (like x-ogen-server-name) without having to touch the original spec that is being generated from.
