I did a big cleanup of the Ninja build

• deps/sync.sh? A better way of updating dev tools? #1266
• Unified TEST.sh runner ? https://oilshell.zulipchat.com/#narrow/stream/121539-oil-dev/topic/TEST.2Esh.20runner.20ideas
  • Some C++ unit tests aren't in Ninja. There are scattered ninja _gen/foo commands in some of the shell scripts
  • Python/C++ unit test runner that uses a clean directory for each test #1294
• build/common.sh has ~/git/oilshell/oil fallback for ../benchmark-data/src or _deps/ovm-build
  • added warning for lint if this gets used
• In PR Jesse/refactor/remove oldstl gc list #1288, Jesse reported that _tmp/spec-cpp/builtins-io.html is getting overwritten. Could be concurrency bug, or osh_eval mistranslation, or both
  • _tmp/ does not get cleaned on build/clean.sh #1307

• Jesse says the builtin-io.html NUL byte bug is still happening.
• Andy introduced spec/nul-bytes.test.sh a few weeks ago, so that is suspect as the cause: http://travis-ci.oilshell.org/github-jobs/2022-09-06__17-59-01.wwz/_tmp/spec/cpp/nul-bytes.html
• Jesse runs spec-cpp locally, Andy uses it on the CI
