Dependency pyfilesystem2 (fs) is no longer maintained and uses deprecated calls

gcp-storage-emulator is dependent on pyfilesystem2 (fs) which is no longer maintained. Additionally pyfilesystem2 does not correctly support python 3.12 and uses deprecated calls  to `pkg_resources.declare_namespace` which will not be supported in python 3.14

It would be good to find a replacement or drop the dependency if possible.
