Error reading applications with JKWS keys #826

Describe the bug?

I get the System.IO.InvalidDataException when reading applications that have JWKS keys with the following error message:

What is expected to happen?

No exception should be thrown by the API.

What is the actual behavior?

The API throws an exception.
