Consider the scope/need of "issues" on this repository

Currently it is a bit unclear which issues go on "ngff" and which issues go on "ngff-spec".

E.g.

• OMERO schema is inconsistent with description ngff#430

Some options include:

• Disabling "Issues" here and redirecting all issues to ome/ngff. (my choice, for centralizing things)
• Clarifying which issues go where

IMHO people will likely get confused on the scope of which, but there may be advantages of having the two forums.

Definitely "Wiki" and "Discussions" should be disabled here.

It is possible to close issues across repositories automatically too, so we could use that trick.

GerBI team is leaning towards migrating issues to the ngff repo and closing them here, or minimally a template to discourage issues here. Feedback from other groups would be very welcome.
