Consider using towncrier for improving changelogs on this repository

Basically, it requires that small changelog comments are provided alongside PRs, facilitating the documentation of releases.

No strong opinions. Given a lot of changes will come from different contributors or be pretty infrequent it may be easier to say "call changie new and follow the instructions" rather than "look up the list of change types, decide which one applies, look up the issue number, call towncrier create {issuenumber}.{changetype}.md". On the other hand, it doesn't look like changie supports references to issue numbers, which would be convenient in many cases.

I think that the towncrier use within zarr-python gives towncrier an adoption head start here, if only for consistency

I'll test towncrier on German-BioImaging/omero-rdf#73 and see if it is too cumbersome
