How do you create an app/gitweb site?

So I wasn't involved too much when the device mod first released from Crayfish, but from what I remember, people could create their own website/application for the computers. I'm not seeing anything under the wiki tab for any of this either. Could someone explain to me how one would go about making a site or application? I got a few ideas I'd love to test, but no clue as to how to implement it. Plus I want to start contributing to more open source projects and would love to offer creating documentation/videos/screenshots/etc. for the port since I don't know anything about mod development.

Will make more friendly to use l8r, the best way to figure out how it works is to go to the official gitweb sites repo in the README.MD
