[FEATURE] Make review card header section fixed/non-scrolling

Is your feature request related to a problem? Please describe.
For longer reviews, and particularly on smaller viewports, eventually the header area with course title, ratings, etc. of the review "disappears" from view. It would be nice to have both the review content and the course title, ratings, etc. visible in the same view for better context (i.e., reconciling reviewer-assigned ratings vs. free-form discussion).

Describe the solution you'd like
Make the header section of the review card a fixed height (scaled to appropriate viewport size), and then correspondingly make the actual review text/content itself scrollable within that card itself. Scrolling the page to the next review should still be achievable by navigating outside of the review card area.
