[BUG] should disable deposit when the executorId in reclaim #120
Description
Bug Description
the finalizeReclaim will set the executorToMiner to 0. If miner deposit before finalize, the hotkey info will be removed.
Expected Behavior
deposit should be not allowed if executorId in reclaim.
Actual Behavior
It is not disabled.
Steps to Reproduce
- miner deposit
- miner reclaim
- miner deposit again before reclaim finalized
