Fixed 1.0 released

After to many late nights a lots of help from Alexandre Ardhuin and pryshrm over on github, I'm pleased to announce the release of Fixed 1.0
Fixed was originally conceived as a companion to the Money2 package but as it appears to have generic utility I decided to release it as a standalone package.
Under the hood Fixed is based on Alexandre's Decimal package with a number of key differences.

• Fixed uses a fixed scale (no. of decimal places)
• Most Fixed constructors take minorUnits and a scale: Fixed.fromInt(100, scale: 2) == 1.00)
• Fixed provides a builtin formatter Fixed.format(pattern)
• Fixed includes a convenience method Fixed.formatIntl(locale) which formats the number with the provided locale or the default locale if not provided.
