Publish time is neither listed per correct nor noted which timezone

Describe the bug
I just published a package release at 3:45pm approx - Chicago/Texas US Central time. It is 6:45am time in Australia (approximaely).

Time listed is Australia even though my account is set to Chicago time

Note: Yes, you have to "believe me" that i didn't upload this and wait 6 hrs to file the bug :)

Note: "Discussion" time posted is correct in terms of timezone if i make a comment/discussion on a package.

Yes, looks like a bug.

I've asked the team to look at it.
It will probably take a couple of weeks to get a fixed pushed as we have some infra changes coming that need to be deployed first.
