[Test] Expose scheduled callbacks

### Issue to be solved

The emulator requires a flag to be passed to enable the experimental callbacks feature.

We should expose this through the Cadence Test Framework so that developers can use the feature leading up to Forte.

### Suggested Solution

Either always enable (since we're close to Forte anyways and this makes DevEx simplier) or enable using a feature flag
