Windows Build Broken

Problem

Currently the Windows binary is broken and unrecognizable by Windows 11 AMD64.

Suggested Solution

1. (if simple) Fix goreleaser
2. For quick turnaround, find a way to manually rebuild the Windows binaries and publish to release with updated checksums.txt

I have manually updated the release to solve the immediate problem. I think I should have the fix for goreleaser workflow as well but just testing, see: https://github.com/onflow/flow-cli/actions/runs/17748095545/job/50437582024
