Scheduled Txs: Create a Handler for Scheduling COA transactions

Issue To Be Solved

It is currently possible to schedule transactions for COAs, but it would be nice to have a standard handler than can be used to schedule COA transactions without deploying your own contract

Suggest A Solution

• Create a handler in FlowScheduledTransactionUtils that can execute COA transactions
• Look into if it is possible to do this for EOAs
