chore(protocol/driver): Migrate Driver to Proof

### Description

The original thinking was to have a driver that satisfies both kona's proof and the consensus client to drive derivation. This won't play nice with how kona's consensus node is architected. So as part of this ticket and the node, the `kona-driver` should move into the `crates/proof/` directory and be simplified to only the minimal set of logic required by the proof.
