Noting here that on AWS, cold start up times are said to be ~50 seconds after this change. |

Naive timings taken locally indicate that it is always more costly to save/load the regional data cache to/from disk than it is to recreate it from scratch.
Recreating the cache store takes ~30 seconds vs several minutes to load from disk.
