License confirmation

1. The license confirmation is displayed in the UI for all deployments (Win app, docker, dev).
2. It is displayed after the first installation and once confirmed is not displayed until...
3. The license confirmation is displayed every time a new version has been deployed (newer app installed on Win, newer docker image, dev). It is checked by the app version, not docker image tag, msix date or whatever else.
4. The window lists the following licenses:
   4.1. Intel Simplified Software License (only for Win app)
   4.2. Apache 2.0 License (for deployment other than Win app)
   4.3. License per every model that requires it.
5. Ensure third-party-programs.txt is up to date.
