[BUG-NOK]: Users are allowed to register a device which is already provisioned

Bug Description

scenario 1 : device is registered or in unknown state the UI doesnt allow you to register the same device again in the same project or different project which is vaild and working

scenario 2 : if the device is already onboarded and running . the UI still allows you to register the same device on the same project or different project.

Although the onboarding doesn't complete because its already running. its sometimes confusing when customers try to onboard a device unknowingly that device is already running in some other project and doesn't provide a aleart message like in scenario1.

onboard a device on a project and try to register the same in the same project or another. There was also a stage where when the device was in deauthorized stage after provisioned the registration happened and the device onboarding failed

@lokesh0013 This behavior is expected and matches what was discussed previously in #857. I ran a few tests to confirm it, as outlined below.

Scenario 1:
Register a host with serial number only: ABC123
Register a second host with serial number: ABC123
Result: Error, as expected — both hosts have the same serial number and an empty UUID.

Scenario 2:
First host is onboarded successfully
Register a second host with the same serial number
Result: No error, as expected, the first host now has both a serial number and a UUID (retrieved during onboarding).

Scenario 3:
First host is onboarded successfully
Register a second host with the same serial number and UUID
Result: Error, as expected, both the serial number and UUID match.
