[Bug-Nok]: Schedule Maintenance mutable OS - OS Update Fails

Bug Description

It is observed that sometime though packages are installed on Edge node , Platform update agent returns Failed state.

System Setup

Provision Edge node with Ubuntu 22.04 on EMF
EMF version - 2026.0.
Create OS Update Policy

Reproducible Steps

1. Create OS update policy for mutable os with one package htop
2. Register and Provision Edge Node with OS Ubuntu 22.04 on EMF version 2026.0
3. Apply the OS update policy for provisioned edge node
4. Schedule maintenance Non-repeat one with desired time
5. Observe that sometimes EMF receives Update Failed state though package is installed on the device

It is also observed when there are many packages like 100+ to be updated then pua always returns Update Failed state only.

2. Update Sources

Create OS Update Policy with Update Sources attached the image of policy created.
Observe that OS Update fails for Update Sources too.

3. Kernel Command Update

Kernel commands are update to below file. But still Update status is failed always.
