[Task]: Enable negative points on the library side

Currenrtly, library side API doesn't make it possible to pass negative points/masks.
Having this capability could decrease false positives and noisy masks.

Acceptance Criteria

• Accept masks [0,N] with a set background label and category id
• If model accepts/can work with negative points, use a strategy to sample points from negative masks
• Experiment with the number of negative points sampled from masks
• Experiment if number of false positives reduce
