Add exchange as an additional generator

Power exchanges with countries outside the modelling scope need to be added. The best approach is to add an additional generator to maintain a clear separation between country load and import/export.

In Greece, in addition to the incorrect CF in 2030, we are not modelling exchanges with non-modelled nodes. In 2030, 8 TWh are exported to Egypt and Turkey. This figure rises to 12 TWh in 2040. These discrepancies explain the lower prices in Open-TYNDP compared to the MM outputs, as well as the missing generation.

MedTSO7 countries

After some further investigation a discrepancy was observed about the scope of modelled nodes in the electricity market of the NT scenario which seem to not be modelled as exchanges.

As stated in the Methodology Report:

The Electricity System is modelled using a nodal topology based on bidding zones. Figure 5 shows the bidding zones considered for each country modelled.
Each electricity market node contains its own generation mix, demand, and interconnections with neighbouring countries. North African electricity markets (those who are part of MedTSO7 association) are also modelled only in
National Trends, being the exchanges with these non-EU countries an output of the optimisation tool. - Methodology Report, p.17

This means that the countries TR, EG, TN, LY, IL, PS, DZ, MA would have to be included within the electricity market scope for the NT scenario. It needs to be noted that this does not align with the list of modelled nodes published on the ENTSOs Scenarios Webpage.
For the DE/GA scenario on the other hand, neither of these nodes seems to be modelled for the electricity market.

In order to appropriately represent the cross border exchanges and the generation with these countries there are multiple options. Ideally, an approach should be chosen that aligns with the modelling methodology of future cycles.

1. Extend the scope of modelled countries to cover additional MedTSO7 countries and TR. For this, input data is available for PEMMDB, PECD, electricity demand time series and electricity grid connections. However, important input data for Hydro Inflows are missing. This would require extracting p_set time series for hydro components from the MM outputs instead.
2. Model the cross-border exchanges with these countries analogue to the rest of the exchanges with countries outside of the modelling scope. This could model exchanges with generators and p_set and marginal_cost based on outputs of the NT MM files.

Next steps

Until further clarification, this issue will be put on hold. The necessary next steps are:

• Clarify the modelling approach for MedTSO countries for 2026 cycle
• Decide on modelling approach for Open-TYNDP
• Implement either of the given options
