[SUB] Remove `cba.methods` config setting

The cba.methods was originally created when both CBA methods (TOOT, PINT) were not implemented yet, and at the time, each method specified was applied to all projects.

However, since then, we've implemented both the TOOT and PINT methods to the CBA workflow, and we also implemented the method assignment to the projects, so only either TOOT or PINT is applied to each project (in each time zone).

So, we should safely remove the cba.methods setting.
