Background / Context

In #719 we introduced a slack parameter applied to the e_sum_min of biomass/biogas components in the CBA. At the moment, the slack has to be as high as 40% in order for all CBA projects to solve in high-res without infeasibilities.

However, we should be mindful to keep improving our CBA implementation in other ways so that this slack can be tightened.

This issue is to track this progress.

Definition of Done / Success Criteria

Either when we can reduce the slack amount, or if we reach the conclusion that the slack has to remain at 40% despite other changes/investigations.

Closing this issue as it's no longer needed, since we decided in the end to remove the biomass/biogas energy budget constraint completely in #719. The setting of the marginal costs in that PR should be replacing the biomass/biogas energy budgets (see comment).
