Combining TechnologyCollections and Technologys

Use case:

Say we have technology collection a, that contains data for 2020, 2030, 2050.
We create another technology collection b using projections for 2035, 2040, 2045.

We want to combine both, such that we have a single collection for 2020, 2030, 2035, 2040, 2045, 2050.

A similar use case when having multiple Technology classes ta and tb, with different parameters.
If they have the same technology/detailed technology/case/region/year, when we combine, we want to combine the parameters. Else we want to create a technology collection from them.

There are some more edge cases to think about, but I think there should be something that combines Technology + Technology or TechnologyCollection + TechnologyCollection.

Potentially use pandas in the background. Convert from tc to DataFrame with region,year,case,name,detailed_technology and parameter (parameter name) as index of the df, then utilise pandas functionality for merging/concat/drop_duplicates depending on needs and scenario.
