Pre-release version #80
Description
Release a pre-release version of the package on pypi, so that people can test and use it.
The name can stay the same. If we want/need to move it to a different repo, then that's fine. We do not (at least for now) overwrite the pypsa/technology-data/master branch.
@finozzifa Could you look into this? @lkstrp or @brynpickering can support with pointers.
