Compatibility with outputs from current technology-data

Make the existing outputs/*csv files from PyPSA/technology-data available through the new package:

• Somehow parse the csv files into .json / our file schema
• Optional: Auto-access/download of the data

This ensures people can test the prototype and later migrate from the old to the new version more easily
