[FEATURE] Validate EvaluationContext's keys/values are UTF-8?

Requirements

Validation that the flag key is UTF-8 was introduced here. This raised the question of whether the same should be done for EvaluationContext's keys/values, this will incur performance penalties, is it worth it?
