missing support for showWhenEmpty in new renderer

Today I discovered that the showWhenEmpty option for a repeating group does not seem to work with the new renderer.

With the old renderer, when showWhenEmpty is enabled, the first item in the repeating group is shown by default, even when it is empty. With the new renderer, I can't reproduce this behavior.

We can help build a fix for this.

1. Set 'showWhenEmpty' to true in the JSON editor of a repeating group
2. See that it doesn't show a empty item in the repeating group.

With the old renderer, when showWhenEmpty is enabled, the first item in the repeating group is shown by default. I would expect the same with the new renderer.

Set 'showWhenEmpty' to true in the JSON editor of a repeating group

Sorry - we only support the features exposed via the options in the left hand panel, the JSON edit is only for debugging purposes.

I'm changing this into a feature request, as we are now no longer limited by formio.js and can actually work on this in our own renderer, but it will require funding from a stakeholder. Note that we have a whole epic with desired repeating groups improvements.
