Update layout

1. Update Open Genes logo in header
2. Update project name (from obsolete "Open Longevity Genes" to "Open Genes")
3. Change header height
4. Fix paddings and margins if needed
5. Return SCSS to the project. Do not include the compilation of SCSS styles into the build step of CI; instead, compile them separately and push them already built.
